Be sure to keep tight control over these pre-numbered tags. One trick of shoplifters is to steal a #1 or #2 tag. Then they go into the fitting room with say, 6 garments and a #6 tag. They hide 5 garments and the #6 tag, and come out with one garment and a #1 tag.
