The simplest and cheapest CCTV systems include just the camera. These are called "decoy" or "dummy" cameras, because they do not really film anything or send visual signals. You just mount them in certain spots and that is it. They usually come with a battery-operated red light that makes it look as if the camera is on.
In reality, if a criminal does commit an offence, these cameras are not going to help you catch them, nor will it help you monitor the activity in or around the store, office, warehouse or factory. They can only prevent crime through deterrence.

Decoy cameras are a good solution if you do not want to spend much money. These cameras cost $50-$150 each, and do not have any recurring costs (like fixing lenses, purchasing new tapes, etc). They are also easy to install, because you do not need to connect any cables.
You want to make sure your "decoy" or "dummy" cameras are noticed. Get big visible cameras, not small or hidden models. To increase awareness, and make sure the cameras are noticed, you can also put up signs that read "You are being filmed."
