Public Transportation

Malls are private property. However, some mall managers have decided to incorporate public transportation stops in order to make the mall easily accessible to more people, hoping this will increase the number of shoppers. Yet this improved accessibility often brings as many non-shoppers as shoppers into the mall, and increases the sheer number of people in the mall, creating congestion and crowding. This is a good recipe for crime.

Sometimes bus stops at malls are located in fairly isolated spots, because rowdy groups of people waiting can disturb other shoppers or block their paths, or because bus stops seem to generate graffiti and trash. But if the stops are outside of an area that has a lot of natural surveillance, there is a greater chance of someone being victimized there. Bus stops also must be well-lighted.
