Level and underground parking lots are usually constructed to minimize the space that cannot be directly used for parking. Thus, they have low ceilings, they are very crammed with cars, and the visibility is very low. It is frequently difficult for people to find their cars, because all the floors look the same, and due to low visibility and huge number of cars, they can easily get lost. Guards have problems monitoring the parking lot because someone can easily hide between cars and move around without easily being noticed. Insufficient lighting, dead end parking spots, and restrooms usually also add to the impression of an unsafe environment.

Open lots, while not as dark and confining, also have their problems. Their sheer size often makes it hard for people to find their cars. Landscaping, if done improperly, can provide lots of places for criminals to hide.
